Documentation by nrmc India, for Aga Khan Foundation, of the Community led Water Management Initiatives under the Sustainable Community Based Livelihoods Enhancement (SCALE) Project.
Nrmc India Private Limited was mandated by the Aga Khan Foundation (AKF), New Delhi for ‘Documentation of the Community led Water Management Initiatives under the Sustainable Community Based Livelihoods Enhancement (SCALE) project’.The SCALE project was implemented by leading NGOs in India in the field of water management- AKRSP (I) and DSC in Gujarat and Madhya Pradesh and APMAS in Andhra Pradesh. The documentation was undertaken for dissemination of project learning based on the implementation of ten years of SCALE project.
The water initiatives undertaken by communities living in rain the districts of Junagadh, Surendranagar and Bharuch in Gujarat; Khandwa, Khargone and Badhwani in Madhya Pradesh and Kadappa and Adilabad in Andhra Pradesh were covered as part of the assignment.
The documentation was captured in three different output formats- Voices, Spotlights and Narrative Reports. While Voices and Spotlights were 4-6 page documents highlighting the impact of a particular localised field based initiative or a national level policy initiative, the narrative reports were 25-40 page documents detailing a water based thematic initiative undertaken under SCALE. Voices narrated the stories of change and impact of initiatives on lives of communities in first person. Spotlights were easy to read elucidation of process and impacts of technical innovations in water management undertaken under SCALE project. In all 15 voices, 19 spotlights and 11 narrative reports were produced as part of the assignment.
The thematic width of the documentation covered work on different themes on water like watershed development, ground water management, participatory irrigation management, drinking water management and coastal salinity management. In each theme, the geographical, social, institutional, technical, process related, sustainability and impact related aspects of the initiative were captured.
A team of professionals comprising thematic experts having an experience of more than ten years in the particular theme;young professionals with a flair for field based documentation; and copy editors with experience of editing development related documents worked not only to capture the subtle nuances on impact, process, institutions or policy in each theme but also for highlighting the project learningin relevance to the socio-economic and political dynamics, the climatic and geographic contexts, the macro environment and the policy scenario pertaining to the different themes. Secondary review of pertinent documents, field work in project villages, production and editing of drafts was undertaken for finalizing documents aimed at policy actors, Government agencies, NGOs and other actors involved in development in India and abroad.
The documents were released for wider public dissemination at a national level workshop under SCALE organized in New Delhi by Aga Khan Foundation in November 2012.
